Transformation at the State Department

Skimmed a recently released report of the Advisory Committee on Transformational Diplomacy. As expected, a strong emphasis on creating Discovery/Exploration capabilities.....though the language/framework feels mostly Execution/Transaction-oriented.

One metric I look at is how often the word "identity" appears in such a document. In this case, zero.....perhaps they deliberately viewed it as an emergent property that should not be addressed explicitly....however, I suspect they either don't really appreciate the centrality of the concept in the kind of transformation they're undertaking, or see it as too fuzzy to be addressed by the existing Execution/Transaction-centric culture.

Even more telling is that the word "trust" appears only once.....ouch!



Overall, though, it covers most of the significant issues well. The devil (as always) will be in the details of implementation.
